"An Act relating to employment preferences for active service                                                                   
members, veterans, and spouses and dependent children of active                                                                 
service members and veterans; relating to employment preferences for                                                            
surviving spouses of deceased service members and veterans; and                                                                 
relating to employment preferences for disabled veterans and former
